One last thing (most important): The recommended consequence of not having a unified system from 2019-20 season is the removal of India from qualification for AFC club competitions.
Rest of the recommendations are for improving the state associations (which could help in making a third tier), ensuring clubs are properly compensated for developing talent and support @FPAI (along with FIFPro).
A national Cup competition must take place DURING the season and NOT AFTER. This will be run by the AIFF. Cup winner gets an AFC Cup slot.
AIFF also asked to strengthen age cheating rule enforcement. Foreign player quota to be reduced to be in line with AFC club competitions.
No franchise fee once pro/rel is in place. But clubs joining the top tier (until there are 16 teams) will pay a fee.
There will be a different fee for new clubs from I-League but they will get reduced central payments till pro/rel is implemented.
AIFF will not be involved in day-to-day involvement of both leagues. It should be run by an organisation (similar to FSDL for ISL). They will have operations autonomy and AIFF will step in only if there are breaches.
Promotion and relegation at the end of the 2021-22 season. After that, pro/rel is based on sporting performance only. One exception is club licence criteria which could decide pro/rel.
Second tier to have 12 teams in 2019-20 (target is 16 teams later on like top tier).
"No city exclusivity from 2019-20 season in any tier." Clubs should not move from current or historical locations unless there are exceptional circumstances. Top tier must have 16 teams in 2021-22 season which is the long term goal.
ISL and I-League to run in parallel till 2018-19 only. Unified system from 2019-20 with 12 teams. The two new teams to be added either as I-League champions + a tender process OR I-League champions and runners-up. Two new teams added after 2019-20 = 14 teams in 2020-21 season.
They are aware of the Master Rights Agreement between AIFF and IMG-R/FSDL. Also aware that the AIFF failed to state what has "always been the plan" for ISL to be the top league. Hence, the roadmap.
League Transition Commission to be established within six weeks of receipt of roadmap (dated 17 Feb 2018).
